asked the Secretary of State for the Environment if he will reconsider the decision concerning quantity licensing, in view of its effect on British Railways' finances; what estimate has been made of the traffic which, as a result will switch from rail to road; and if he will make a statement.

No, and as, in my view, the quantity licensing provisions would have been inoperable, the estimate asked for would not be of great value.
