§ Mr. Eldon GriffithsI met representatives of the motor vehicle insurance companies this week and will be seeing motoring and motor-cycling organisations shortly. My right hon. Friend takes the view that there is a strong case for making passenger insurance compulsory; but in principle there seems to be a good case for exempting mopeds.
