On the provisional staffing standards suggested in my Department's Circular No. 714 of April, 1969, the average pupil/teacher ratio required by education authority secondary schools is estimated at 16:1, which compares with an actual ratio of 17:1 in January, 1970. The research undertaken by my Department on methods of estimating the staff requirements of the schools is, however, continuing.
