§ 115. Mr. Templeasked the Secretary of State for the Environment whether, in view of the fact that an Order defining the centre line of a bypass for Chester was made as long ago as 1961 under Section 7 of the Highways Act, 1959 and that traffic congestion is threatening to destroy the historic character of Chester, he will state when the Chester ring road, southern section, will definitely be included in his road construction programme.
