Mr. Thorpeasked the Secretary of State for the Environment if it is his intention to include caravan residents in his proposals for assisting private tenants; and whether he will base the amount of any such assistance on the total costs incurred, including any hire purchase charges on the caravan, as well as site rent.
§ Mr. ChannonAs nearly all caravan residents buy their dwelling, it is inappropriate to consider them for help designed for tenants of unfurnished accommodation.
