§ Mr. Graham PageIn circulating the model clauses to local planning authorities in September the Countryside Commission expressed their wish to encourage the making of more access agreements. With my right hon. Friend's agreement and that of my right hon. Friend the Secretary of State for Wales, the Commission recommended local planning authorities to use the model clauses for that purpose.
