§ Mr. Tom Boardmanasked the Secretary of State for Education and Science whether, pending the announcement of her conclusions on the Report of the Youth Service Development Council, Youth and Community Work in the 70s, she will issue a circular encouraging local education authorities to work in planned partnership with voluntary associations to avoid a waste of human and material resources in achieving their common aim in developing youth services.
§ Mrs. ThatcherI share my hon. Friend's view of the importance of partnership but do not think it is necessary to issue a circular on this point.
