§ 70. Miss Joan Hallasked the Secretary of State for the Home Department if he will introduce legislation to make parents of children under the age of criminal responsibility liable to pay for vandalism committed by their offspring.
§ Mr. CarlisleMy right hon. Friend does not think it would be appropriate or effective to impose upon parents a vicarious criminal responsibility for the acts of children under ten. The liability of parents in civil proceedings in respect of damage done by their children is a matter for my noble Friend the Lord Chancellor.
