asked the Chancellor of the Exchequer what is the relationship on the same price basis between his programme for public expenditure for 1971–72, as given in column (d) on page 4 of Command Paper No. 4515, and the estimated out-turn for public expenditure in 1969–70, and the out-turn forecast for 1970–71.

(1) The programme classification used in Cmnd 4515 differs slightly from that used in Cmnd 4234, mostly due to the machinery of government changes introduced towards the end of 1969.
(2) The differences on individual programmes between the figures in these two columns correspond to the differences between the figures in column (a) and (d) of Table 1 of Cmnd 4515, revalued to 1969 Survey prices.
(3) At 1969–70 outturn prices, net of loan repayments. The corresponding figure in Cmnd 4234 was at 1971–72 outturn prices, gross of loan repayments.
(4) Excludes expenditure by the broadcasting authorities and the Covent Garden Market Authority.
(5) At existing rates of benefit.
(6) Includes expenditure on overseas aid net of loan repayments. This expenditure was included gross of loan repayments in the total in Cmnd 4234.
