asked the Secretary of State for Trade and Industry if he will now authorise the Electricity Council to purchase its fuel in the cheapest market.

Responsibility for the management of its fuel purchases already rests with the Central Electricity Generating Board. Except to the extent that my right hon. Friend's consent may be required under the Electricity Supply Acts in connection with a proposal to change the type of fuel in a power station, the C.E.G.B. is already free to do this.
