asked the Secretary of State for Social Services how many local authorities have notified him that they have implemented, or are proposing to implement, the recommendations of the Seebohm Report; and whether such implementation will add to the cost of the present services.

The Local Authority Social Services Act, 1970, which implements the main recommendations of the Report on organisation of the services is to come into force generally on 1st January, 1971. Just over half the local authorities concerned have already taken the first step of appointing a director of social services, which should not in itself involve significant expenditure. Additional expenditure on expansion of the services will depend on decisions of the local authorities concerned.
