asked the Minister of Posts and Telecommunications whether, in order to reduce the manpower requirements of the Post Office, he will give a general direction for the issue of five-year television and radio licences at a suitably reduced rate per annum as an alternative to one-year licences.

No. The terms on which this facility could be offered without loss of revenue would be unlikely to attract more than a few people, but extra operational costs would be incurred.
