§ Mr. Graham PageThe discharge to Hartlepool Bay is made under arrangements agreed between Hartlepool County Borough and the firm. This is a local agreement for the reception of effluent into the public sewers; its terms are not subject to my approval and I have no details of the quantity of effluent involved. As to the second part of the Question, industrial effluents including those of chemical firms where discharged 471W into the sea are so discharged through the public sewerage system or through private outfalls or by dumping at sea.
