Mr. Hugh Jenkins

asked the Chancellor of the Exchequer whether he will ensure that the commercial considerations which brought about a redistribution of Government advertising in the year ended March, 1970 in favour of the New Statesman, Spectator and New Society, will result in a distribution in favour of Tribune and Time and Tide in the current year.

As ordinary commercial considerations will continue to be applied, I cannot ensure a redistribution of Government advertising in favour of any particular journal.

Government advertising in national daily newspapers, as in other media, is placed wholly on a commercial basis. The cost of access to the particular audience is calculated by relating the newspapers' certified circulation figures and analyses of readership to the cost of advertising space.
