Mr. Coleman

asked the Secretary of State for Foreign and Commonwealth Affairs whether Her Majesty's Government accepts the Council of Europe Recommendation No. 614 on East-West Relations which has been accepted by the Consultative Assembly; and whether he will vote in favour of the proposals contained in paragraph 12, in the Committee of Ministers.

Her Majesty's Government endorse the general tenor of Recommendation 614 and the importance it lays on exchanges of views between member States about East-West relations and about the possible preparation and organisation of one or several conferences on European Security. A permanent body for East-West relations might be useful in certain circumstances.

There is no question of a vote, but our views as set out above will be made clear in the Committee of Ministers.
