asked the Secretary of State for Foreign and Commonwealth the annual average unemployment figures, numerically and in percentages, respectively, for each of the employment areas in the Conway Division of Carmarthenshire during the last 10 years; and what were the mid-summer figures in each of these areas for the same period.

Following is the information:

Affairs if all courses to be provided at the new technical institute in Hong Kong will be free at both elementary and intermediate levels; and whether intending students will require to pass any entrance examination or hold a recognised certificate.

Mr. Luard:

The Morrison Hill Technical Institute will commence operations in its own building in September, 1970. In the meantime some courses are being run by this technical institute in the premises of the Hong Kong Technical College.

Courses in the technical institute will not be free. Annual tuition fees range from HK$40 for part-time preliminary courses to HK$400 for full-time technical courses. Full fees remission is allowed for needy students up to 45 per cent. of those enrolled in full-time courses. A few sponsored scholarships are also available.

Entry to technician and some craft level courses is by examination except where such courses are operated in conjunction with an approved apprenticeship. No recognised certificate is required except for entry to technical teacher training courses, but the attainment of appropriate levels of general education, varying according to the needs of the courses, is necessary.
