Mr. Malcolm MacPherson

asked the Secretary of State for Scotland if he will introduce legislation to improve the arrangements for a citizen of the United Kingdom, properly insured, who is seriously injured in a motor accident in the United Kingdom through collision with a vehicle driven by a citizen of another country, to obtain judgment, or other remedy, against the citizen of another country.

Mr. Ross:

I am at present considering the form of possible legislation which would enable the Scottish courts to deal with actions for damages raised against persons resident elsewhere than in Scotland but where the damage occurred in Scotland.
