Mr. Frank Allaun

asked the Secretary of State for Foreign and Commonwealth Affairs what representations he has received about the use of neighbouring British islands as bases for invasion of, and attacks upon, Cuba; and if he will make a statement.

Mr. Luard:

When the recent kidnapping of Cuban fishermen was reported, the Cuban authorities made oral representations to Her Majesty's Ambassador asking Her Majesty's Government to take immediate measures to prevent anti-Cuban activities based in British territories. The Cuban authorities were informed that Her Majesty's Government would not tolerate the use of British territory for activities directed against a foreign State. We are taking what steps are open to us to prevent activities directed against Cuba.
