§ Mr. Luard:When the recent kidnapping of Cuban fishermen was reported, the Cuban authorities made oral representations to Her Majesty's Ambassador asking Her Majesty's Government to take immediate measures to prevent anti-Cuban activities based in British territories. The Cuban authorities were informed that Her Majesty's Government would not tolerate the use of British territory for activities directed against a foreign State. We are taking what steps are open to us to prevent activities directed against Cuba.
