Mr. Brooks

asked the Secretary of State for Employment and Productivity (1) whether she will publish in the OFFICIAL REPORT the names of the persons appointed by the Commission on Industrial Relations to investigate certain of the Lucas factories; what are the specific terms of reference of the inquiry; and when it is expected to report;

(2) whether the Commission on Industrial Relations, in the course of its current inquiries into industrial relations in certain of the Lucas factories, will examine the circumstances which led to the dismissal of Mrs. Rosemary Whippe from Girlings, Bromborough.

Mr. Harold Walker:

I am arranging for the terms of reference asking the C.I.R. to examine industrial relations in five of the Lucas factories in the Liverpool area to be published in the OFFICIAL REPORT. Professor Allan Flanders is the Commissioner in charge of the inquiry. The report is not expected before the end of the year.

The C.I.R. will examine all aspects of industrial relations at the five factories and if it finds the case of Mrs. Whippe significant it will no doubt take account of it.

REFERENCE OF A MATTER TO THE COMMISSION ON INDUSTRIAL RELATIONS CONCERNING RELATIONS BETWEEN THE MANAGEMENT AND EMPLOYEES AT ESTABLISHMENTS OF THE LUCAS GROUP IN THE LIVERPOOL AREA.

The First Secretary of State and Secretary of State for Employment and Productivity refers to the Commission on Industrial Relations for examination the functioning and development of institutions and procedures for the conduct of industrial relations between managements on the one hand and employees and their representatives on the other at the following establishments of members of the Lucas Group of Companies in the Liverpool area, namely:

  • Joseph Lucas Ltd., Fazakerley Works, Liverpool
  • Lucas Industrial Equipment Ltd., Fazakerley Works, Liverpool
  • C.A.V. Ltd., Fazakerley Works, Liverpool
  • Lucas Gas Turbine Equipment Ltd., Victor Works, Broad Green, Liverpool
  • Girling Ltd., Bromborough
and for consideration of measures for the promotion of any improvements in such institutions, procedures and relations that appear necessary, taking account of any change in institutions, procedures and relations which may occur in the engineering industry while the reference is under examination; and to report.
