asked the Chancellor of the Exchequer if he will publish the table used by his Department when estimating the effect of changes in rates of selective employment tax payments on the output prices by minimum list headings of the Standard Industrial Classification calculated from the latest input output data.

Mr. William Rodgers:

It is not possible to estimate the effect of indirect taxation on output prices in this degree of detail.

asked the Chancellor of the Exchequer if he will publish details of the assumptions made by his Department of the effect of selective employment tax changes on the final prices of expenditure by family expenditure survey category used when estimating the impact of Government policy by family group and income size.

Mr. William Rodgers:

It is not certain how far S.E.T. is passed on in the price of goods and services bought by particular family groups. For the purpose of relating taxation to family size and income distribution, it is necessary to use the conventional assumption that all indirect taxes are fully reflected in prices, but the allocation of S.E.T. on this basis is not a reliable guide to the actual incidence of the tax.

76. Mr. Donald Williams

asked the Chancellor of the Exchequer if he will show the breakdown, by industry group, used by his Department of the forced loan element of selective employment tax at present outstanding; and what he estimates will be the detailed figures by industry group in 1970–71 and 1971–72 on the basis of present policies.

Mr. William Rodgers:

It is estimated that the amount of selective employment tax which manufacturing and other employers in the private sector have paid and for which they are waiting to claim refunds varies from about £ 125 million to about £ 200 million during the quarterly repayment cycle. I regret that it is not possible to break these figures down by industry groups. On the basis of current tax rates these limits are not liable to vary.

asked the Chancellor of the Exchequer if he will publish the tables used by his Department showing selective employment tax payments, gross, and net of repayments, by industry group as defined in the minimum list headings of the Standard Industrial Classification.
