Mr. Pavitt

asked the Minister of Housing and Local Government what advice he has given to housing authorities regarding the application of housing improvements policy to properties classifiable as slums; and whether he will make a statement in this regard with reference to Brent Borough Council's proposals for that part of South Kilburn which has not been redeveloped.

Mr. Freeson:

I understand that in South Kilburn the council is considering rehabilitation in place of redevelopment which was earlier proposed for the houses adjoining the present clearance area south of Carlton Vale.

Local authorities were advised by circular in September, 1969, that area improvement is not an alternative to slum clearance. This was reaffirmed at a meeting with Brent Council representatives early this year.
