asked the Minister of Housing and Local Government why he has decided that powers to prevent the circularisation of political leaflets with other material by local authorities are not necessary.

Mr. Greenwood:

I know of only one occasion when this has happened. As I explained to the hon. Member, it was done without the knowledge of the local authority, and it stopped it as soon as it heard of it. I have no reason to suppose that local authorities cannot be relied on to act properly in such matters, and legislation on the subject would be full of difficulty.
