Mr. Arthur Lewis

asked the Secretary of State for the Home Department whether he is aware of the growing practice of criminals refusing to pay their fines, because in most cases the revised penalty is a suspended prison sentence, so that effectively no punishment is received; and if he will introduce legislation to ensure that criminals are prevented from avoiding punishment for their crimes in this way.

Mr. Elystan Morgan:

Committal to prison for default in the payment of fines is already excluded from the statutory provisions which allow or require the suspension of a sentence of imprisonment.
