§ Miss Lestor:Priority should generally go to children aged 3 and 4, but where parents want nursery places for younger children I hope that it will be increasingly possible to provide them. During 1969 over 10,000 nursery places were approved under the urban programme, and the Government intend to make further provision for nursery education under future phases of this programme.
