asked the Secretary of State for Local Government and Regional Planning when he now expects to publish the Government's proposals to reform local government finance.

Mr. Crosland:

As foreshadowed in the White Paper on the Reform of Local Government in England, a Green Paper on local government finance will be published. This will include proposals for reforming the rating system.
