asked the Secretary of State for Foreign and Commonwealth Affairs what progress has been made in his attempts to arrange for an early meeting of the international conference to deal with the hijacking of aeroplanes and the murder of and damage to passengers and crews in flight or making arrangements to fly, and to prevent the encouragement of the sparing of the criminals concerned or harbouring them.

Mr. Foley:

As far as hijacking is concerned I would refer my hon. Friend to my reply earlier today to the hon. Member for Wembley, South (Sir R. Russell). We are planning to make some suggestions for an international instrument to deal with other forms of violence against aircraft for consideration at the I.C.A.O. assembly due to meet in Montreal in June. Our proposals will supplement the Convention on Unlawful Seizure of Aircraft, the draft text of which has been placed in the Library.
