asked the Minister of Housing and Local Government whether he will intervene between the West Shropshire Water Board and the Atcham Rural District Council so as to ensure the early provision of a water supply to the Winsley Estate, Westbury, Shropshire.

The council has a duty to provide a piped supply, but only when that is practicable at a reasonable cost and it considers that the cost to it of immediate provision would be unreasonable. The board has no such duty if the annual income from the water rate does not amount to one-eighth of the cost, and that condition is not satisfied. I understand, however, that under the board's substantial works programme a supply should be available in this area in two or three years' time.
