asked the Minister of Transport if he will circularise local authorities asking them to make special arrangements in restricted parking zones for cars used by commercial travellers and other essential users.

No. It is for the authorities themselves to decide what exemptions they can afford to make in their waiting restriction orders. My right hon. Friend's view is that exemptions should be kept to a minimum. To allow exemption for all those having claim for special consideration would make the effective control of traffic and parking very difficult.
