asked the Secretary of State for Foreign and Commonwealth Affairs whether he will recommend to Her Majesty the appointment of a person undertaking to promote democracy to act temporarily as Prime Minister of Rhodesia to form a multiracial Government in exile, until free and democratic elections can take place in Rhodesia.

No, I do not think that such a proposal is appropriate in relation to Southern Rhodesia. As my right hon. Friend the Prime Minister told my hon. Friend the Member for Reading (Mr. John Lee) on 13th March last year, the appointment of a constitutional Prime Minister for Rhodesia requires a prior return to constitutional rule.—[Vol. 779, c. 1561–2.]
