Mr. Chichester-Clark

asked the Chancellor of the Exchequer what estimate he has formed of the loss to the Inland Revenue through the increase in self-employment in construction since 1966, and whether he will make a statement.

In his report (Cmnd. 3714 S 414) Professor Phelps Brown illustrates the difficulty of making his estimate. However, on the basis of a small sample investigation relating to 1967 the loss was estimated at between £2; million and £3 million. As regards the future, I cannot anticipate my right hon. Friend's Budget Statement.
