Mr. Clegg

asked the Secretary of State for Local Government and Regional Planning whether he has now received a submission from the North-West Region Economic Planning Council on the Redcliffe-Maud Report; whether the submission dealt with unitary authorities in Central Lancashire; and if he will make a statement.

Mr. Crosland

The Regional Economic Planning Council sent me their views in October. They suggested a twotier metropolitan pattern for Central Lancashire with districts based on the four unitary areas recommended in the Redcliffe-Maud report. The Council's views were taken fully into account, but the Government decided not to depart from the Commission's proposals. There will now be full consultations on the pattern and boundaries of the unitary areas in Central Lancashire.
