62. Mr. Dodds-Parker

asked the Secretary of State for the Home Department whether he will request the Charity Commissioners in their next Report made to him under Section 1(5) of the Charities Act, 1960, to indicate what are their present rules with regard to the extent to which charities may, without disturbing their charitable status, make representations to Members of Parliament and incur expenditure in preparing or promoting Bills in Parliament under the provisions of subsection 7 of Section 19 of the said Act.

It is for the Charity Commissioners to decide what matters should be dealt with in their annual report. I am told that they are well aware of the present interest in this subject and are considering whether they can give any general guidance.
