§ Mr. RossThe forward prison building programme aims at providing additional accommodation for some 1,300 adults and 1,180 offenders under 21. In the last two years nearly 500 additional places have been provided for adults and 170 for offenders under 21; and 130 new places for offenders under 21 have been built in replacement of old accommodation.
