§ Mr. Cledwyn HughesI am of course aware of the Commission's Memorandum on the Reform of Agriculture which was presented to the Council of Ministers of the E.E.C. in December, 1968, but it would be premature to estimate its possible effect on British agriculture since no decisions have yet been taken on it.
