Mr. Ted Fletcher

asked the Secretary of State for Education and Science, in view of the fact that not all universities recognise Grade 1 Certificate of Secondary Education as equivalent to a pass at Ordinary level General Certificate of Education, what representations have been made by the Schools Council to the Standing Conference on University Education in an effort to secure uniformity of practice between all universities; and whether he will take steps to deal with this problem.

The Schools Council (which acts on my behalf as the co-ordinating authority for secondary school examinations) and the Standing Conference on University Entrance are keeping this question under continuous review. It is, however, one which individual universities must finally decide for themselves. They are autonomous institutions and cannot be required to adopt a uniform practice.
