asked the Minister of Housing and Local Government why he refused permission to North Westmorland Rural District Council to invite tenders to construct a sewerage scheme at Morland; and whether he is aware that the present conditions are giving rise to concern locally.

The refusal in 1967 was because of restrictions on capital expenditure and the apparent absence of public health risk. However, in response to further evidence of health risk produced by the council towards the end of last year, the council was authorised on 29th January to invite tenders for schemes.
