asked the Minister of Housing and Local Government if he will advise local authorities to notify recipients of improvement grants, maximum £1,000, that their local rating assessments may increase following improvements, including central heating, and that this factor should be considered before improvements are actually carried out.

No. Over 1¼ million houses have been improved with the aid of grant since improvement grants were first introduced in 1949. When they were reviewed and increased last year, in the Housing Act, 1969, there was no call to add this requirement to a system which is well established and understood.
