asked the Minister of Housing and Local Government whether he is aware that an extension to the Andover Hospital is held up pending an inter-departmental decision involving the Department of Health and Social Security and his Department; and when a decision will be reached.

This matter is not before my right hon. Friend for a decision. I understand that my right hon. Friend the Secretary of State for Social Services is examining the proposal and considering whether to enlist the aid of the Minister of Housing and Local Government, under the Circular 100 procedure, in resolving the objections made to the proposal by the local authorities.

Between the first rebate period in 1966–67 and the last in 1968–69 the number of recipients has dropped by 11 per cent. (1,560 to 1,394) and the total amount paid in rebate has increased by 14 per cent. (£7,757 to £8,827).
