§ Mr. Ian Lloydasked the Minister of Posts and Telecommunications (1) whether he will review the arrangements for the levying of customs charges on parcels entering the United Kingdom when the recipient of such a parcel refuses to accept the charge levied;
(2) whether he will give a general direction to the Post Office that parcels brought into the United Kingdom which have been subjected to customs charges that have not been accepted by the addressee shall not be returned to the country of origin without the authority of the addressee, in writing, or after the unsuccessful completion of a satisfactory appeal procedure.
