asked the Minister of Housing and Local Government if he will make a comprehensive review of the basis of charges levied by water companies, and seek to give financial assistance where it is found that exceptionally heavy works programmes are required.

I do not think that such a review is needed. A Sub-Committee of the Central Advisory Water Committee examined the basis of charges made by all water undertakers some few years ago and found that the present system, though imperfect, was better than any other which had been suggested. Authorised maximum charges are reviewed from time to time because changes in them require my right hon. Friend's approval.
