asked the Secretary of State for Social Services if he will initiate a study of the non-entitlement of seasonal workers to unemployment benefit.

No. Restrictions on the receipt of unemployment benefit by seasonal workers during their off-season have long been a feature of unemployment insurance. The existing rules are based on the recommendations of the independent National Insurance Advisory Committee and I have no reason to think that they are not operating as the Committee intended.
