65. Mr. Rose

asked the Secretary of State for Social Services whether he will take steps to allow the retrospective alteration of birth certificates of illegitimate children where the mother subsequently adopts the name of the putative father, in order to avoid the lifelong stigma of illegitimacy upon the child.

Mr. Dean

An entry in a birth register—of which a birth certificate is a copy—records the facts at the time of the birth and may not be corrected to show a subsequent change of paternal surname. Where, however, the name of the father does not appear in the birth registration of an illegitimate child, there is already provision for re-registration to include his name where he is willing to co-operate.
