§ Mr. RossBetween 1960–61 and 1965–66 expenditure in Scotland on education (excluding universities and school meals and milk) increased by an average of around 9.9 per cent. per annum. Between 1965–66 and 1968–69, the last year for which figures are available on the same basis, the annual average rate of increase was around 11.6 per cent.
