asked the Minister of Transport if he will seek to amend the law relating to the supply by agencies of relief drivers to road haulage firms; and whether he will make a statement.

Mr. Mulley

The Road Traffic Act, 1960 and the Transport Act, 1968 require the employer of a lorry driver to hold a carrier's licence and an operator's licence in appropriate cases. This is causing some difficulty as there are a number of agencies which employ drivers solely for hiring to road haulage firms, but do not themselves operate any vehicles. I am considering whether any change in the law is needed to deal with this situation.
