asked the Minister of Transport if he will seek powers to enable him to set up an independent inquiry into the methods by which British Railways seek to cope with winter weather conditions.

Mr. Mulley

No. It is the responsibility of the Railways Board to find the most effective way of dealing with the operational problems caused by bad weather. I do not think that an independent inquiry would be likely to help.
