asked the Secretary of State for Foreign and Commonwealth Affairs whether he has been satisfied by the Libyan Government that those who raped British women have been brought to justice and that there are now adequate measures to protect Her Majesty's subjects.

In response to the vigorous protests we made at the time, the Libyan authorities gave an immediate expression of regret and sympathy. The matter was also raised by Her Majesty's Ambassador personally with the Libyan Foreign Minister. The two women concerned have specifically asked us not to press the matter further. I am satisfied that all possible measures are now being taken by the Libyan authorities to protect Her Majesty's subjects in Libya.
