Mr. Arthur Lewis

asked the Secretary of State for the Home Department whether he is aware that Prisoner Cutts, sentenced to imprisonment for fraud, formerly in Brixton Prison and Wormwood Scrubs, now in an open prison in the Isle of Wight, and allowed out on parole on Monday 23rd February, made a British Broadcasting Corporation broadcast attacking the conditions and other aspects of his imprisonment; on what authority such arrangements were made; and whether he will make a statement.

This prisoner, who is not in an open prison, was temporarily released under the authority of Rule 6 of the Prison Rules 1964 between 20th and 23rd February.
