asked the Secretary of State for Foreign and Commonwealth Affairs what are the purposes and functions of the Consolidated Educational and Training Programme for South Africa, a Special Account of the United Nations Organisation to whose annual budget the United Kingdom contributes 20 per cent or £50,000.

If the hon. Member is referring to the United Nations Educational and Training Programme for Southern Africa, this provides money for the education of Africans who have left the countries of Southern Africa under white minority or colonial rule. It covers Africans from Angola, Mozambique, South Africa, South-West Africa and Rhodesia.
