asked the Secretary of State for Scotland if he will now announce the terms of loans to be granted by the Historic Buildings Council for Scotland under the provisions of the Civic Amenities Act, 1967.

The precise terms of a loan could vary case by case. It would bear a rate of interest to be fixed by my right hon. Friend in consultation with the Treasury and would, wherever possible, be properly secured.
