Mr. Conlan

asked the Secretary of State for the Home Department what agreed proposals he has received from the municipal corporations to strengthen their powers in dealing with permits for areas where amusements with prizes are provided either by means of machines or prize bingo; and what action he proposes to take.

My right hon. Friend has received from the Association of Municipal Corporations the following proposals concerning permits for amusement places:

  1. (i) that the right of appeal to quarter sessions against refusal of a permit should be withdrawn, or that appeals should be limited to points of law;
  2. (ii) that local authorities should be empowered to pass policy resolutions to prohibit, or limit the number of, arcades;
  3. (iii) that local authorities should be empowered to attach conditions to permits, particularly in respect of admission of children and hours of opening.
My right hon. Friend is discussing these proposals with the Association.
